Cannot send attached file

When sending an email with Windows Mail with an attached file, I go through
much the same procedure I did with XP. But when I send it, I get an error
message that says that the attached file could not be found. The message
goes through but without the attachment.
I got with my ISP (AT&T) and they led me through the process of sending an
email with the same attachment through their home page. I did (to myself)
and all worked well. The problem appears to be with Windows Mail. What am
I doing wrong? Thanks for your time. Otto
 
Windows Mail will not send an attachment that is open in another
