Cannot select Toolbars

Cannot get the toolbars selection un-hidden! Using IE 6.0
SP1 - with XP pro SP1.
Bottom line...
VIEW-->Toolbars--> only selectable item is TEXT label -
everything else is hidden from selection.

It would be a good idea to run (at least) CWShredder and Ad-aware.
