cannot select encoding for readable document when downloading pdf.

when i download a pdf form from the web i am unable to select the correct
coding to read it in english so its is unreadable.
 
This is a newsgroup about coding within Access (i.e. the database
application) so you're way off topic. But.... you do have Acrobat Reader
installed?
