Cannot run CMD while not connecting to the network

Hi,

Need your help how to solve our VIP's laptop problem.
When he start in the windows without connecting to our network, the error
window will appear stating cmd.exe - Application Error.
The application failed to initialize properly ( 0x0000142 ) Click on OK to
terminate the application and he also can't use cmd command.

But all this error and problem doesn't happen when he connecting to our
network...

Really need help from you guys
