Cannot Remove Programmes Using Control Panel Wizard

I am unable to remove programmes using the control Panel.

Add/Remove wizard says "There are no programmes installed
on this computer"

I get error message says:

"class not regisered"
"res://appwiz.cpl/listbox.htc"
"Line: 255"
