Cannot remove program from bar

I somehow wound up with the search engine Startium.com
attached to my links bar. If I right click on the bar to
disable it there is a check mark next to a spot that has
nothing written in it. It will disable the engine but it
comes back every time I restart explorer. I ran
Spysweeper from Webroot but it didn't effect anything to
do with this engine. How can I remove this?
