cannot receive incoming mail

I cannot recieve incoming mail. I can send but not recieve.
Actually there are 2 accounts on this and one account will receive mail but
not the other.
I called the server and they told me I would have to reinstall OE, which I
cannot do because when I try I get the message "newer version of OE already
installed

Any suggestions?

Windows version? What Mail Client are you using? Is this sudden, new behavior or an ongoing problem? Has the account ever worked? Post any errors you're getting when you try to receive new mail in their entirety.

this is in OE 6.0. I am using XP Home
It was only a problem after I switched my domain to another server. Before
that everything was fine
The error I am getting is
The connection to the server has failed. Account: 'mail.saveontoner.com',
Server: 'mail.saveontoner.com', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E
