Cannot Re-activate after repair of windows

ok i have seen the other thread about this but it did now work in my case, i
think the problem is ie 7 as I get the msoobe.exe error but also get the
error the requested key lookup was not found when an ie windows tries to
open, i have tried re-installing ie 7 but it states that my windows cannot be
validated..... please help

Open regedit to:
HKEY_LOCAL_MACHINE\Software\Microsoft\WindowsNT\Current Version\WPAEvents ,
OOBETimer,(Change one digit)

start/run : "%systemroot%\system32\oobe\msoobe.exe /a"
Click Yes, I want to telephone a customer service representative

Open a run command and type in:
regsvr32.exe regwizc.dll click [OK]

%systemroot%\system32\oobe\msoobe.exe /A click [OK]
Reboot your machine and see.
