Cannot print any HTML message, using Outlook 2003

I have this problem with several users, They
cannot print any HTML message, using Outlook 2003 & XP pro
We are gettin the error message

"This action is restricted, For more information, Please contact your
administrator"


Please Help soon

Thanks for the response, But this does not solve our problem.
These users can print rtf messages and can print from any other application
they are also admins of there local workstations.
It acts like its a IRM problem but we do not use that at all.
