cannot ping or tracert

hi, im using windows xp sp2. I recently realized that .. i cannot ping nor
tracert from cmd... and maby some other stuff i dont know.
when i try to ping some1 or tracert i get this

81.4.128.254 is my ip... why does it ping my ip and not the one that is
resolved??

Your ISP has probably turned tracert and ping off to users
on their systems. I know that my ISP, has done so. You can
call and ask them about the features that they have turned
off.

Also, many companies turn ping off so that they will not be
vulnerable to DoS attacks. Microsoft does turn it off.
Yahoo has not the last time I checked. Tracert should
report up to the last jump.

yea ive checked that... i used my isp user/pass to connect from an other pc..
and ping... and it worked...

can somebody help me?

Try turning off the Windows Firewall. I've been seeing more cases where
the SP2 firewall default settings have disabled ICMP.
