Cannot open Windows Firewall

I am having problems accessing some web pages, and during investigating the
cause found that i cannot open Windows Firewall. I get the message "Due to
unidentified problem, Windows cannot display Windows Firewall settings".
I am running XP SP2 Home Edition with IE6, and have Norton AntiVirus, Spybot
and Ad-Aware loaded. Cannot find anything in these programmes that 'lock'
Firewall access, and have used these programmes, and others such as
Hijackthis, to verfiy i do not have any viruses on the PC.

Have tried booting in Safe mode, but got same results.

Any ideas about this?

Thanks for pointing me to the right group and your link was indeed helpful.
Followed the guidance and have restored firewall access.
