Cannot open .tif files from trusted/Local Intranet site in IE

When we try to download .tif files from our SharePoint portal site, in IE6 we
get the usual "do you want to open or save this file?". Clicking either
option results in the file downloading to temporary internet files, but then
a second popup box appears, with no window title or message, just a yellow
warning icon and an "OK" box.

The files can be opened or saved normally with other browsers, and the file
is in temporary internet files - if you manually move it out of there, it
opens fine.

In IE7 we get a different message, that seems to show us the real problem:
"You are attempting to download a file from a site that is not part of your
trusted sites and that may be different from the website your are viewing" -
we are given the option to add the site to the trusted sites list, but the
address box is empty (The SharePoint site is already in the trusted sites
list).

The problem seems to be that once the file is in temporary internet files,
IE doesn't know where it came from (I guess it can't write the MOTW header to
a tif) and therefore won't let us open it. How do we get around this?
