Cannot open IE

I am not sure if it's a virus but when I try to open IE I
get following error message:
"Windows cannot access the specified device, path, or
file. You may not have appropriate permissions to access
the item".
It happens on the whole network (windows 2000 and windows
XP).
Temporary solution is replacing the exe file, but it
comes back again and again.
Did anyone hear about such a problem?
