IE 6 SP1 Won't Load

For some reason when I try to run IE 6 one of my systems, I get the following
message: "Windows cannot access the specified device, path, or file. You may
not have the appropriate permissions to access the item." I found article
KB318378 in the Microsoft Knowledgebase on how to hack the registry and allow
Windows XP to reinstall IE 6. It didn't help. Still getting the same
message. Even tried scanning through the Group Policy Editor to make sure
something didn't get set. No luck there either. If anyone has a suggestion,
please let me know.

Check the permissions on the iexplore.exe file to make sure you haven't
gotten your permissions confused.

How are you launching IE6? Shortcut on the desktop? Are you sure the path
in the shortcut is OK?

When you launch IE6, does it have a local home page or does it need to go
out to MSN or some such? Can you run OE6 on that system to make sure you
can connect out?

You might want to have a simple "Hello, World" type HTML file on your system
so you can try double click launching of IE6.
