Error running files from IE on XP SP2

Hi,

I can no longer download and run files from within IE, I can only save them
and run them from the saved location. If I try to download and run, I get
the following error message in a dialog box:

Windows cannot access the specified device, path, or file. You may not have
the appropriate permissions to access the item.

From the menu bar, I can see it is trying to do an install from:

C:\Documents and Settings\Administrator\Local Settings\Temporary Internet
Files\Content.IE5\CX07QV83\msgr6suite[1].exe

It was working fine this morning. Since then I have been reinstalling
software after having to do a clean install of XP yesterday. I am at SP2
with all of the updates installed.

I did try creating another administrator user and then tried the install
with that user. This did not work either.

Source: Alan Edwards

You set this for each file type, e.g. for .zip
Explorer-View-Folder Options-File Types
Find the .zip association (may be WinZip File)
Edit, (or click Advanced on ME or XP) and check the "Confirm open
after download" box

The path to Folder Options may vary according to your operating
system. It may be:
Explorer-View-Folder Options
Explorer-Tools-Folder Options
Start-Settings-Folder Options
Start-Settings-Control Panel-Folder options.

Hi Jan,

Thank you... you have given me some excellent references!!
Unfortunately they have not fixed the problem.

I really think it has something to do with the paths and IE not recognizing
them. Since it creates various temp directories.
Hmmm...

Interesting... using Filemon, I found the following:

0.00033504 IEXPLORE.EXE:2264 OPEN C:\Documents and
Settings\Administrator\Local Settings\Temporary Internet
Files\Content.IE5\IBUXAJGT\msgr6suite[2].exe ACCESS DENIED PC\Administrator

0.00031052 IEXPLORE.EXE:2264 OPEN C:\Documents and
Settings\Administrator\Local Settings\Temporary Internet
Files\Content.IE5\IBUXAJGT\msgr6suite[2].exe ACCESS DENIED PC\Administrator

So it seems that the Administrator doesn't have permissions to access this
file...
if I am correctly reading "ACCESS DENIED" :)

I went through and changed permissions on all folders between C:\ and the
"Temporary Internet Files" folder by unchecking the "Read Only" box. This
did
not help and I was unable to view the Content.IE5 folder to check its
permissions.

Any other ideas out there?

Thanks Jim, I checked that out and unfortunately I cannot see
the Content.IE5 folder to change it. I did try on the "Temporary
Internet Files" folder and that did not have the security tab.

Your tip led me to install the Microsoft Baseline Security
Analyzer. What is interesting is that this one downloaded and
ran normally. It was an .msi file. So now it feels like the problem
is related to .exe files.

How to take ownership of a file or folder in Windows XP

With XP Home you must boot into Safe Mode to change from
simple file sharing.

SP2 does restrict running exe files, but should give you a
popup message to ask your permission. See the security
center on the control panel to see that it is properly
configured.

Thanks again!

Tried this and wasn't able to change permissions on the "Temporary
Internet Files" folder. I deleted that folder and everything in it and
rebooted so that it was recreated.

Still getting the same action. .exe files cannot be run, and .msi files
can be. So I feel it is a permissions issue as you mentioned. I couldn't
find anything in the Security Center Control Panel about allowing
or not allowing .exe files to be run. My google search didn't turn up
what I was looking for either, although it did turn up a lot! :)

When I try to run it, I get two pop up messages and click run to
both... then get this message about permissions:

With XP Home you must boot into Safe Mode to change from
simple file sharing.

SP2 does restrict running exe files, but should give you a
popup message to ask your permission. See the security
center on the control panel to see that it is properly
configured.

Did that one run out of the TIF?

I think you are being protected by one of the recent security changes
but don't have a handle on all the details.

As long as you are sure that what you are downloading is something
that you want to run immediately, what happens if you try checking
Security settings (in Options, Advanced tab, Security section) such as:

Allow active content to run in files on My Computer
Allow software to run or install even if the signature is invalid

There are also new default settings in the security zones
(e.g. MIME sniffing in the Miscellaneous section)
which may be relevant for your testing.

Monitoring subkeys which contain zone or policies using RegMon
might clarify the situation, especially if you do the same test with
a previous version which doesn't have a symptom you object to
in XPsp2.


BTW if you try this please remember to uncheck those settings
after testing with them.
