Cannot open folders

When I try to open My Documents, My Pictures, My Computer, My Music or
Control Panel everything but the background on my computer dissappears for a
couple of seconds and then comes back up, but nothing opens. What would cause
this problem and how can it be fixed? Thank you for your help.
 
Exact same thing happening to me. Oh my god talk about frustrating. Any ideas?

Try a System Restore back to a point before the problem started.

That's another thing, it won't let me do a system restore back to ANY point.
I have tried and tried.
