cannot access control panel, or open regular folders to brows file

for some reason i cannot access my control panel, and when i try to open a
folder like my pictures, or something general like that i cant, everything
disappears, all i see is my background, for a second, then it all comes
back, without opening the folders, whats going on, and how can i fix it? any
help would be great

To repair all system files, go to Start/Run, and type (or paste in): SFC /SCANNOW
