Cannot open Dialup Connections

When I click on the "Dialup Connections" icon in Control Panel it
doesn't open. The icon just stays shaded, even though I can get a
right-click menu. All other icons in Control Panel respond normally.
Rebooting didn't make a difference. Any ideas what the problem may be?

Thanks for your reply. I tried both edits on line 268 without success.
Please note that the problem is with the "Network Connections" item in
Control Panel. By mistake, I said "Dialup Connections" in my original
posting, but there is no such thing in Control Panel.
