Cannot Move Icons Around on Desktop

When I try to move Icons around on the Desktop, they move back to original
location...........and let's say I want to move one to the far right side, it
reverts
back to original location.........how can I correct this problem?
 
Turn Auto-Arrange OFF:
.... Right click empty space on Desktop
.... Point to Arrange icons by
.... Uncheck "Auto Arrange"

Right-click an empty area in the Desktop, and choose "Arrange icons by".
Uncheck "Auto Arrange"
