cannot mark as private

We have an Exchange 2000 server and use Outlook XP
clients. We are unable to mark our e-mails as private.
Is there something I need to do to enable this option?

What happens when you try to set it as private? Is it greyed out?

Yes, the sensitivity drop down menu is grayed out.

Are you doing this on items already received? Then you cannot change the
sensitivity.
