Cannot Make Changes

Does anyone know why I would be getting the following message when I click on
"Forms" and then I click on "Design View"

"You do not have exclusive access to the DB at this time. If you proceed to
make changes, you may not be able to save them later."

HELP!

Access thinks that another person (could even be you as a second person) is
using the database and in A2000 or later, Access won't allow design changes
if aother person is using the database.

If you are sure that no one else is using it, close Access completely, go to
the directory that the database resides and delete the file DatabaseName.LDB
(be careful: do NOT delete the file DatabaseName.MDB).

LDB file is the locking file thats hold data re current users, locked
Records, etc... It should normally get deleted when no one is in the
database. However, there are cases where it is not deleted.

I'm familiar with how the LDB works and it does disappear when I close the
DB. Now I'm confused. What could be causing this? I can't create a new
form.
HELP!

Perhaps you need to do Compact and Repair.
