Cannot logon after XP upgrade

I’ve recently encountered a problem with a Windows XP Home upgrade on another
PC and request your assistance in restoring previous settings and/or
completing the upgrade.

Due to recurring problems with an earlier version of XP (viz., spell-check
would create error messages in Outlook, Disk Cleanup accessory tool would not
execute), I uninstalled Microsoft Office, removed MSN Messenger and Outlook
Express from the PC, and downloaded about 27MB of cumulative security
upgrades onto the SP1 upgrade already installed.

The download appeared to be successful and the computer was rebooted to
complete the installation. Upon restarting, the memory check appears
successful as before, the message that Windows XP Home is starting appears,
and the menu of Owner (with password) or Guest is produced. After entering
the password for the Owner option, however, the system appears to be
responding correctly by loading personal settings, the desktop flashes
briefly, the system says it is logging off and saving personal settings, and
the menu of Owner (with password) or Guest is produced again, and this cycle
continues. If the Guest option is chosen, the cycle is the same.

What is the recommended fix to this apparent Windows problem and/or return
to a previous Restore point?
