Cannot log into windows xp

During start-up it appears to get stuck on the "windows
is starting up" page, and will not go to the log in
screen. I've tried almost every option on the advanced
start-up menu..Safe mode, safe mode w/ dos prompt & "last
known good restore point" Same result every time. If I
press and hold my power button during the freeze it
changes from "windows is starting up" to "windows is
shutting down" and (5) seconds later it's off. What are
my options here?? I have all my family photos and there
is a 100% need to retrieve them. Any help would be
appreciated.

If the system is truly at a point that you cannot get to any screens to perform any
activities, you will have to do an inplace upgrade over top of the current install.
