Cannot Install New Fonts

For some reason, my computer decided to delete almost all of my text files.
I have downloaded new text files from the internet and need to add them to my
font list. I have read that I need to:
-go to the control panel and click on the Fonts Folder
-then click file-->install new font (or something like that)

but when I click file, I don't have an option to install a new font file.
The only options I have are to close the window or to create a new folder,
zip file, etc. Any help would be much appreciated. Thanks.

Uhm - what does "text files" have to do with fonts?
Usually you can just download Windows XP compatible fonts and copy the
extracted (if compressed) fonts into your FONTS folder.
(C:\WINDOWS\Fonts)
