Cannot install Active X to install IE 7...ideas?

When trying to validate my copy of windows, I am receiving this error:
Validation Not Completed: ActiveX Error [0x80080296]
Why did it not validate?

There are several reasons why validation may not have succeeded.

administrative privileges on the computer.

--I am logged in as administrator as there is only one username on this
Windows XP. I am using Windows One Care and it appears that the Windows
Genuine Validation tool is being allowed to access the internet. Any advice
is appreciated.

Passed Active scripting allowed
Passed Display images enabled
Passed Computer time and date correct
Passed ActiveX enabled
Failed Microsoft ActiveX controls loading
ActiveX controls connect with Microsoft validation servers
Your computer is not properly configured to run the Microsoft validation
process. Click Resolve Now to continue.

When I click resolve it says it is trying to load the active x controls
again, and it still says fail everytime.
