cannot insert text next to picture at the top

I cannot figure out how to insert text next to a picture
and have the text showing next to the top of the
picture...whenever I type something next to the picture it
keeps putting it on the bottom next to it.

Insert your text into table cell, then place your cursor to the left of the
first word in your paragraph, insert your photo, then select your photo,
properties, appearance tab, then and select your alignment.
