Cannot initialise VB environment

When trying to open RTF files or even some .DOC files
through link on internet I continually get the error
Cannot initialise Visual Basic Environment. The document
then comes up but this error message stays up in front of
it and every time you click ok it comes back. We are
using Windows XP Pro with SP1. any help would be much
appreciated

Not much on this search. Even when "initialize" and not initialise is used.
