cannot highlight any text in windows

Hello! I am unable to highlight any text in windows. If I put my cursor
over text that normally can be highlighted, the cursor becomes a hand and not
the text icon. Subsequently, I cannot highlight any text in any program.
Does anybody know the fix for this? I have already tried shutting down, but
this doesn't change the situation. I'm using a brand new laptop (HP
pavilion tx 1000) with a finger pad and also have a touch screen. Both of
them can drag a window edge or the task bar, so the "click-drag" function
works on both. The problem is the cursor will not show the text icon when
hovered over text --its like my whole computer is a .PDF file that is not
allowing me to cut and paste. Thanks for any help on this.

Actually, i can highlight text in the Word program. But, Internet Explorer
has the problem. I'm sure there is some option button in IE that fixes
this. Any body know?

In Internet Explorer, click Tools > Options > Advanced (tab) > under 'Reset
Internet Explorer settings' click the 'Reset'

Try highlighting text again.

The troublesome program may not show up as an add-on. Disable other
security, privacy, ad-blocking, appearance tweaking programs to see if one
of them is causing the problem. Any program that interacts with Internet
Explorer could be causing this. The connection with IE may not be obvious.

A firewall will probably not be causing this problem, but be sure to turn on
the Windows Firewall from Control Panel> Windows Firewall before disabling a
third-party firewall or security suite during testing.
