cannot get xp to start up-continuosly looping to blue screen

When the computer starts to load up I get the Windows logo like it is going to load up correctly but then after about 20 seconds it goes to a light blue screen that says
Checking FIle system on c
The type of the file system is FAT32

One of your disks needs to be checked for consistancy. You may cancel the disk check but it is strongly recommended that you continue
Windows will now check the disk
Volume serial Number is xxxx-xxx
Windows is now verifying files and folders

Then half of the time it says that the file system has no problems and the other half of the time it says that WINDOW\DUMPd211.tmp is crosslinked on allocation unit 270411

But then it does nothing. It just sits at this blue screen for a couple of minutes and then either reboots and repeats the entire process again or juts freezes here. It had done this once before and I just reinstalled windows XP and things were great for a couple of weeks but now it is doing this again. CAN ANYONE HELP ME? I have no idea what is wrong or what I can do...If I reinstall xp I think it is just going to do this same crap all over again

The reason for the install was it was doing this same stuff with this endless blue screen. I cannot actually boot up into windows so I cannot backup anything or change anything

I cannot even get in with safe mode-it stops here

multi(0)disk(0)rdisk(0)partition(1)\WINDOWS\System32\Drivers\Mvp.sys

You can boot from the XP CD & run chkdsk from the repair console. You may
even want to try getting hold of a win98 boot disk, boot to dos and go and
delete C:\windows\DUMPd211.tmp file. I think I'd try the CD method first.
If you are not sure of the chkdsk command type chkdsk /? in the repair
console.

Could be a bad spot on your hard drive. Try going to the hard drive
manufacturer's website and download a diagnostic test program for your
particular drive. That should tell you if the drive is at fault. Good
luck.
