Cannot get connection to Terminal services

I have a Win2000 server, Running terminal services in
remote admin mode I have a problem similar to that
mentioned in http://support.microsoft.com/?kbid=312030

The RDP session seems to be permanently down and I cannot
connect from a client (I get the 'server may be too busy'
message).

The key the article mentions is not in the location
mentioned, its
in '[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Cryptography\Def
aults\Provider Types\Type 001]' instead, deleting it and
rebooting makes no difference.

I have actually re-installed Win2000 Server (in upgrade
mode so it keeps my settings) and it still does not work.

The problem occurs even if I connect via a local network.

Any ideas what I can do to fix this.

How long has been since the first time you installed W2K
and WTS? Has it been more than 90 days?

90 days shouldn't have anything to do with it. He said
he is running TS in administrative mode and there is no
90 kill date on admin mode.
