Can't connect to 2003 Terminal Services

I have a fresh installation of Windows 2003 with Terminal Services installed in Remote Administration Mode. When I try to connect through an XP RDP session I get an Error message

"The remote session was disconnected because there are no Terminal Server License Servers available.

I can connect to any of my Win2k Terminal Servers and I do have a licensing server installed on a DC but I didn't think that would be an issue in Remote Admin mode

2003 Server should allow 2 Administrator logins for TS
Admin even without the license server activated. Make sure
that the user account you are using is an administrator or
in the administrator group.

did you activate Terminal Server Lisence?
dosen't matter what lisence you use or you do not use CAL.
you need activate it.

My Bad. I didn't read.

In 2003 you don't install Terminal Services for Remote Administration through Add/Remove windows Compontents. You enable Remote Administrations Through the remote tab in system properties as you do in XP.
