Cannot Generate Read Receipts

I've (belatedly) moved from Outlook Express to Outlook 98 and now I can't
find out how to generate Read Receipts like I could in Outlook Express. What
is obvious that I'm not seeing?
 
What a terrible move! Outlook 98 was a dud. Go back to OE asap! LOL At least
upgrade to Outlook 2003--a much improved program. Read Receipts are now under
View, Options menu in the email. Not sure about O98.
