No Way to Request Read Receipts

Well, I've belatedly moved from Outlook Express to Outlook 98 (I'm still on
W98SE) and now I can't seem to find out how to generate Read Receipts like I
could with Outlook Express. What is obvious that I am not seeing?

Tools>Options>E-mail Options should have some way to configure mail
tracking.
