Cannot establish a dial-up connection with ISP

Every time I try to establish a dialup connection with my ISP I get an error
720 and the connection fails.

I have spent an hour on the phone with the ISP and another hour with
Microsoft--there seems to be no solution. We have reset Winsock, done
everything Microsoft suggests in the KB, reinstalled SP2, gone through all
the usual and unusual IP and TCP maneuvers, and I've done exhaustive
searching of the Internet on this.

I've gotten rid of all other known drivers for other modems.

I've even switched modems between two computers, and the modem that was
working on dialup to my ISP on the other computer doesn't work on mine for
dialup to the ISP. I have no problem using either modem (both old Lucent
Winmodems) for faxes.

Does anyone have any "out of the box" ideas on this one, other than
repeating all of the above steps for the third time?

Have you enabled the modem log file?
This will give you the commands sent to the modem, and the modem replies, as
well as the original connection status, and possibly what happened at
disconnect.

Error 720 - the connection attempt failed because your computer and the
remote computer could not agree on PPP control protocol.

I just did it and I've appended the log below.

From these three lines,

04-06-2006 22:47:00.126 - Hanging up the modem.
04-06-2006 22:47:00.126 - Hardware hangup by lowering DTR.
04-06-2006 22:47:00.626 - Detected CD dropped from lowering DTR

and from searching on this response, it seems to be either a line problem,
modem problem, or a problem with the ISP and signal strength. The line seems
to be OK. My ISP apparently is one on the ones that has this sort of
problem. Meanwhile, I'll probably try a different modem if i can find one
and see if that solves the problem.

Any other thoughts you might have would be appreciated.

I am posting again in the hopes that someone will have an idea.

I have tried two different modems. both the same model--the ubiquitous
Lucent Winmodem--one of which, at least, works quite well in my other XP SP2
system. The drivers have all been updated. I have switched phone lines, and
the other one is no better. I have reinstalled Winsock and SP2 and done the
resets. I've removed all the other modem related software in the system,
including Bluetooth from an old Nokia PC Suite installation--that was a
major job. I have checked all the registry settings discussed in the
Microsoft KB.

In the past, when I've had a single function that didn't work, it has
usually turned out to be some obscure registry setting from a long forgotten
and discarded program that still tells Windows to look for a different file
than normal, and that doesn't exist any longer.

Does anyone have an idea as to how to go about finding the problem, or maybe
deleting some part of the registry and letting Windows reinstall it?
