cannot eject external HD

I have a new Seagate NTFS external HD, which seems to be
working properly. However, whenever I try to eject the
drive using the "Safely Remove Hardware" icon, the system
informs me that "The device 'Generic Volume' cannot be
stopped right now. Please try again later." I've
restarted the computer a number of times, and also set
the drive to be optimized for performance in the disk
management settings. Any help on this would be much
appreciated. Thanks in advance.

This is part of the Operating System process with Hard disks, as opposed to
say a USB camera.

If you want to unplug the USB drive when Windows is running you must
'unmount' the disk volume and then use "Safely Remove Hardware".

It causes no damage if you simply switch off the Hard Drive and then unplug
it. As a safety precaution, to avoid electrical damage to the Disk, do not
unplug or plug in with power on.
