I cannot eject an external hard drive

When I right click the icon in the notification area to eject the external
hard drive, a message box always appears "The device cannot be stopped in
this moment. Try to stop it later". Despite of I wait for long time, the same
message box always appears. I always have to shut down the PC. Anybody knows
how I can fix it or how can I force the ejection of the external hard disk?
