Cannot Download from Internet

I used to be able to download any kind of file from the Internet using MSIE,
now I can only download a few things; when I say a few I REALLY mean only a
few sites actually work. But whenever I try downloading from Fileplanet or
really any site I get a 403 error. I cant even download the Fileplanet
Download thingy.

I tried a few of the fixes that Microsoft requested I should try from their
support database and they didnt work. So I was hoping someone may be able to
help me out here?
