cannot download files from internet (more of the same?)

I cannot recall anything in particular except that I did an update but there
was a great period of time between that and my notice of the problem (great
time being about a week). Now when I try to download I get " This operation
has been cancelled due to restrictions in effect on this computer. Please
contact your system administrator." box.
I am logged in as an Administrator with all priviledges.
I have also changed the security settings in IE 6.0.2900... to enable:
auto prompt for download
file download
and font download.
The security tab will not let me change the setting from Medium to any
lesser security value.
I cannot gather if it was something that happened from the update or my
inexperience getting the better of me

I woul scan the system for malware with
Ad-aware (http://www.lavasoft.com)
Hijack This! (http://www.spywareinfo.com/~merijn/downloads.html)
and for viruses.
