Cannot delete files

After uninstalling Norton 2003 System Works several months
ago I recently found the protection folders still existed
in the recycler I deleted them from all drives Except on
C: Tells me they do not exist so I cant delete them It is
1.2 Gig size Tried safe mode as administrator and safe mode
at C: prompt any suggestions would be appreciated.
 
Try moving them to another location such as desktop and then deleting them.
