cannot delete file

when i try to delete one particular file from my system i
receive an error message:

Cannot delete TALIA%~1.MPE: Cannot find the specified
file.
Make sure you specify the correct path and file name.

How can i delete this file permanently. I've tried
deleting the folder but that does not work either.
