Cannot delete file

I'm trying to delete a file, but XP is saying its in use
by another program. This will happen after a re-start,
logged in as admin. and without opening it. Back in
Win98, I would just to this in DOS and delete the file,
but can't in XP. Anyone know how to get rid of a file
like this?

Boot into Safe Mode and delete it from there. Also, you can try from the
command line by running cmd.exe.
