Cannot delete file?

First time I have run across this one.

I recently tried downloading an update for a racing sim, it was a popular
mod for the F1 99-02 Season game.

Anyways, the download failed, and now I have an icon for it showing 0kb in
size.

It will not let me delete it, says it is in use by another user or program.
I had it, in my download folder, and cut and pasted it to my desktop , now
however, it will not even let me cut and paste it any more, gives me the
same error message that it is in user by another person or program. I am
logged in as administrator on my XP Pro install.

I tried booting up in safe mode, still would not let me delete. I also tried
deleting it from a command prompt, got the same message.

Any ideas, would be greatly appreciated!

Please disregard, I was able to get it done.

I redownloaded the file, this time successfully, over the 0 kb file. I
installed the mod, then tried deleting the downloaded file, and got the same
" program is in use by another person or program" message. I booted up in
safe mode, and successfully deleted it from there - whew!
