cannot delete file, help!

I have somehow aquired a file on my computer that says it is an avi file,
but will not run. It also is impossible to delete, move or rename because it
says another person or program is using it. I can't find any other program
that is using it in the task manager, it still won't delete when I reboot
into safe mode, and I can't delete it in the command prompt either. I can't
even quarantine it with Norton Antivirus, and it says it's not a virus. Can
anyone help? I'm at my wits end, since the file appeared my computer has
been running really slowly, and I'm worried what it is doing!

Any advice is welcome,

Sounds like one of the latest email viruses going around.
Was the file, perhaps, an attachment to an email? If so,
check out symantec's security response center. They have
a list of what's currently out there and how to fix it
(you don't have to be a Norton user to access the fix's).

Try this. It works for me.
First reboot your computer.
Then right-click on the file and choose Properties.
You should see attributes at the bottom.
Click Read-only (make it read only) and click OK.
Now the file is read-only.
Right-click on the file again and click read-only again
(remove the read-only attribute) and click ok. You
should able to remove the file now.
