Cannot delete a file

I've searched the knowledge base but i couldn't find any
help so if anyone could help me that would be great.
I have an avi movie file but when i tried to delete it, it
gave me an error saying that the file is being used by
another person or program and it would not let me delete
it. I've cleaned up any histories and registry traces but
it would not delete the file. It is definitly not being
used by another person or progrma. I'm 100% sure of that.
Could anyone help me with this?

use your search for files and folders and see if you can
find any traces of the file any where else on your system,
if you do find any traces, delete them, if you can't
delete them, you should be able to tell which program is
using it, then you need to shut that program down in the
services applet in your computer management applet, then
try to delete the file, most of the time if you cannot
delete a file, the computer may need to be restarted to
resett settings, including if you uninstalled a program,
