cannot delete file

I'm trying to delete a video clip, but I'm getting an
error message saying that it cannot be deleted
because "It is being used by another person or program.
Close any programs that might be using the file and try
again."

As far as I know, there are no other programs using the
file, so how do I get around this? Since I'm getting
this error message, I am not able to delete or even move
the file to another folder. Please help me!

Boot into Safe Mode and try to delete the file.
