cannot deleat video clip

when i try deleating this movie file i get the error
messadge that (cannot deleat files: It is being used by
antoher person or program. close any programs that might
be useing the file and try again.)

have tryed removing in safe mode
and in normal mode shutting down all applications that
might be useing it but atm looks like a bug in the os, i
dont have any trouble with any other files
the file is 710 megs and in a divx codec
had the file for long time now would appresiate any help
u can offer
