cannot defragment

Hello. I tried to do a disc defrag but it starts to analyze, gets to 90 odd percent then tells me there is an error in a .dat file in a temp internet folder. If I try to delete the contents of the folder it will not let me, and tells me the directory is not empty. How do I fix the problem....basic steps please

To avoid this, it's best to run defrag from safe mode, (Press F8 while
windows is starting)
Leave the machine alone while it's running. It can take along time, for
large drives.

Run Error checking first! Then try to run Defrag again.
Defrag has problems with corrupted files.

Scandisk is now Error-checking (chkdisk).
Open My Computer, double-click the My Computer icon on the desktop.
Right click your hard drive | Properties.
On the Tools tab, under Error-checking, click Check Now.
Under Check disk options, check both boxes.
You have to *reboot* for Error-checking to run.

For a peek at the log.
Start | Run | Type: eventvwr | OK
Look in Application | Listed as Information
under Winlogon, Event 1001
