Cannot create two-way trust from 2000 to 2003.

my current domain is 2000. i have setup 2 test domains with 2003. i can
create a two-way trust between the 2003 domains. but i cannot get the
two-way between the 2000 and either of the 2003 domains. I can setup a
one-way out to the 2000 from the 2003, but not from 2000 to 2003. if that
makes any sense?

any thoughts?

Turns out it was DNS. The DNS entry for the internal IP of the new 2003
domain must be the first in the list of forwarders.
