Cannot create new users/passwords

Help!

When I try to create a new user, I get an error message
that says to check password complexity requirements and/or
password history. I've tried everything, but am still
cannot create new users or passwords.
 
It depends on your password policy setup in AD. See Domain Policy for how is
your password policy setup. Complex passwords are composed from lower-char
letters, numbers and upper-char letters so the password x65UHh5 should be
valid as complex password. You can disable this at domain GPO.
