Cannot Create New Shortcut

Directions given to me to resolve a Kav7 AV issue require ceating a
shorrtcut from my desktop. Apparantly I should be able to right-click the
desktop and get a menu with the option to do this
either with the command New or Create a New Shortcut etc. All I get are
options to change appearance, screen saver, resolution, themes etc.
The Kav forum gurus have been going nuts (with me) trying to walk me through
this only to discover I have an XP issue and my desktop is not behaving
normally.

What is the answer to this

If you right click on the application exe file in explorer you will see the
create shortcut option.

Below are the instructions I was given. this is not about making a short cut
to an app. # 1 is the first post wich made no sense to me #2 is the
clarification post

#1 Make a new shortcut on the desktop and browse to cmd.exe in the system
32 folder, now rightclick on the icon and set it in "Start in" to
C:\...................use the shortcult and now enter the command to the
remover which you should place in the root of C:\. It should of course be
done with 8.0 uninstalled....or use both commands with 2009 first.

#2 No, simply rightclick on the desktop and choose make a new shortcut,
then use browse in that window to find cmd.exe in the system 32 folder finish
making the shortcult. then rigtclick on the new shortcut on the desktop,
select properties and in "Start in" set it to: C:\

The instruction is correct. If you place the cursor over new, a box should
appear with create shortcut as the second item.
